A hollow victory

Having put his authority on the line over detaining terrorist suspects for 42 days, Gordon Brown scraped the measure through by just nine votes, thanks to the support of Northern Ireland's Democratic Unionists, leaving his victory hollow. The concerted campaign of concessions did more to confirm the authoritarian nature of his leadership than to boost his authority.
