It's a bit like Graham's Dairies set up a working party to consider its relationship with milk. Naturally, however, speculation has almost immediately turned to what such a review will have to come up with to take the heat off the quango. Which heads should roll or will roll (almost invariably never the same thing)? And will the Scottish Government will be happy to leave things at that?
