In Scotland an argument has been raging for generations about the ownership of land. The debate has become more polarised recently, as landowners' representatives become increasingly concerned that they are losing influence.
Under the excellent leadership of the Scottish Tenant Farmers' Association there is no doubt that the voice of Scotland's 7000 tenants has become more vocal. This is finding sympathy within the SNP administration as the arguments of landowners for the preservation of an outdated tenancy system look increasingly unconvincing.
