Caution must be taken over cutbacks to charities

The phrase “tough decisions” has become a mantra among Government ministers both north and south of the border seeking to defend cuts to public spending.

In the abstract, it is reasonable enough, but when the axe starts to fall on organisations providing important public services, it calls strategic priorities both at Holyrood and Westminster seriously into question.
