Civilians form a vital part of police
The call for more police officers is always qualified by the phrase “on the beat”. It encapsulates the difficulty faced by every police force of how to ensure the majority of officers are out patrolling their areas and dealing with the public rather than dealing with increasing levels of bureaucracy.
