New Tory leader will need more than enthusiasm

Will the Tories' decision to elect Ruth Davidson as their new leader in Scotland lead to a renaissance for the party north of the border?

The Scottish Tories had a rather good leader before, the robust and straight-talking Annabel Goldie, and she did little to improve its fortunes. The Tories are still flatlining in the opinion polls. They have just 15 MSPs, only two of whom supported Ruth Davidson, and only one MP.
