In spite of the tough economic climate, and the overall £10.4bn cut to the Scottish budget over the four years to 2015, The Finance Secretary pulled a succession of treats out of the hat.
His announcement of £382m of new money for capital spending is funded by money coming to Scotland as a consequence of additional spending by the Westminster government. Not the result of careful stewardship here at Holyrood, in other words, but welcome extra funding and well worth announcing with a fanfare all the same.
