Thaw on council tax freeze can’t be ruled out in tough times

The request from Glasgow City Council leader Gordon Matheson to overturn the freeze on council tax re-opens the vexed question of the best way to raise taxes to pay for local services.

The current agreement, known as the Concordat, between all 32 Scottish councils and the SNP Government has required them to keep rates at 2007 levels in return for a £70m increase in their total budget and greater freedom to allocate it as they see fit.
