THE Convention of Scottish Local Authorities (Cosla) is failing to enforce its own constitutional recommendation that the delegates sent by each member council should reflect the party balance on that council ("Rebel councils warned they face £3.5m bill to quit Cosla", The Herald, March 29).

For example, North Lanarkshire Council's six delegates are all Labour, despite the SNP being entitled to two of these places under the constitution.

The four Labour-run councils of North and South Lanarkshire, Renfrewshire and West Dunbarton­shire send 19 Labour delegates and one Tory out of their combined entitlement of 20, despite the fact that a total of only four Tories were elected across these four councils, while 63 SNP councillors were elected. Seven of the 20 delegates places should have gone to the SNP. None of the other 28 councils acts in this manner. It is appalling that such anti-democratic practices still exist.
