WHILE it is nice to see some positive comments from Keep Scotland Beautiful (KSB), its director, Derek Robertson, is naive if he thinks "40,000 litter pledgers" will make any impact on the disgraceful behaviour of many of the population who despoil our towns and countryside, or the millions of pounds spent by our councils each year trying to deal with litter (Letters, April 12).

Mr Robertson should know that active enforcement is now the only solution to this issue (hiking the price of a Fixed Penalty fine, or FPN, is a complete waste of time if nobody is issued with one).

Why doesn't Mr Robertson ask the 32 councils how many FPNs they've issued in the last 12 months and publish the results, together with just how much each council is spending on street cleansing and litter control measures?
