Ian Bell writes that Lord Smith of Kelvin has a "hellish task" in seeking agreement on further devolution.

Perhaps so, but Westminster does not leave matters as important as this to chance. Had anyone asked the voters if they thought a banker, or a landowner, or a member of the House of Lords, would be an appropriate person to oversee Scotland's transition to a new democracy, few would have chosen one. In Lord Smith of Kelvin we have all three.
