Returning cannabis to a class-B drug is intended to warn young people of its potential harm and to signal that the government under Gordon Brown will clamp down on illegal drug use. Nevertheless, the immediate result of this double reclassification within five years of the most widely-used illegal drug will be confusion. The classification of drugs is intended to reflect harm, and the tougher penalties of classes A and B are designed to act as a deterrent both to users and suppliers.
