Dealing with drugs

It is one of those shock comparisons that tend to trigger official panic: a line of cocaine now costs less than a cup of coffee. Over the past 10 years, the average price of both cocaine and heroin has almost halved, which means that there is no shortage of supply - which in turn means more young people will be offered these Class A drugs. The question for governments at both Westminster and Holyrood is how to most effectively minimise the harm that results from illegal drug use.
