It's all down to sebum, a necessary evil which lubricates the skin to help keep it healthy but which is a nasty substance when left uncontrolled. It makes skin look oily (yuk), shiny (yuk) and yukky (yuk).
I have never thought the greasy-as-an-overused-chip-pan look was a particularly good one.
