I've been pondering that question over the last couple of weeks.
At first glance I would instinctively go with the latter option, such is my memory of Grace Jones or similar glamorous 1980s ladies and their vibrant streaks of shimmering blusher. Glittering pigments, high on cheek or brow bones, seem to smack of that era – they were of their time, but I'm not convinced they are of this one.
