Growing up in a children's home, Jordan and Billy were always confident they would see each other again. "We thought we would always meet up later in life - in a Young Offender's Institution or in some jail," Jordan says. "We were right tearaways, getting into trouble all the time." But when the pair were recently reunited, it was through a groundbreaking foster care service.
