There are two opposing philosophies about how a government achieves the best possible improvement for rail passengers at the lowest possible price to the public purse.

Under the Labour Government there was a tendency to pack invitation to tender (ITT) documents with detailed specifications. This micro management ensured a set level and frequency of service but left little scope for flair and innovation on the part of the franchise holder.
