People with disabilities are surrendering packages of home care because of price hikes from councils, leaving themselves potentially at risk, according to campaigners.

Many austerity-hit councils have chosen to increase charges for care, while reassessing other rules, such as the amount of a person's income which is disregarded before fees kick in.

As a result, disability activists say the number of people who are giving up services they need, because they have become unaffordable, is rising.
