THE UK Government set out a range of proposals for the future care of England's ageing population yesterday, but was immediately criticised for failing to explain how it will pay for the plans.

They included a possible £100,000 cap on care costs for the elderly and a scheme to offer state loans to pensioners moving into residential care so they do not have to sell their homes.

However, Labour said the ideas were meaningless without new ideas on how to meet the cost of care.
