IT is no surprise to learn that Alex Salmond is keen to include a second, "more powers" question in the planned independence referendum.

The First Minister and senior colleagues have made increasingly encouraging noises about the idea since the start of the year and Mr Salmond has gone as far as to say it would be his "duty" to include a second question on the ballot paper, should a credible system of enhanced devolution gain widespread support.
