THE transfer of power from Westminster to Holyrood to enable the Scottish Parliament to hold a referendum on independence in October 2014 is set to be approved next week.

MPs are due to debate the draft Scotland Act 1998 (Modification of Schedule 5) Order 2013 on Tuesday and peers will do so the following day; the Scottish Parliament has already approved it.

The so-called Section 30 Order is unamendable and is likely to go through without a vote given most parties have expressed support for it. It will provide a chance for politicians to express their hopes and concerns about the constitutional process.
