Experts cannot find the original copy of the historic Belavezha Accord – signed by the leaders of Russia, Ukraine and Belarus more than 20 years ago.
Constitutional lawyers, however, insist Belarus and Ukraine are still independent of Moscow because copies of the treaty were published.
