Forth Energy is behind plans for the combined heat and power biomass plant at the Port of Rosyth.
The development would produce the equivalent of more than 40% of the Fife Council area's electricity requirements.
Finance Secretary John Swinney said: "Projects like this wind farm provides considerable benefits to the local community."
Energy minister Fergus Ewing said: "The Port of Rosyth will support local employment while generating renewable power for local business and industry."
