MacAskill in battle to extend powers on drink-drive law

Scottish ministers are pushing for greater powers over drink-driving after a Whitehall-commissioned report called for the introduction of a lower limit in line with the majority of Europe.

Sir Peter North, who was commissioned by the previous Labour Government to examine drink-and-drug driving legislation, yesterday recommended the introduction of random breath tests and possible permanent driving bans for persistent offenders.
