Police said the youngsters, two 12-year-olds and an 11-year-old, allegedly assaulted two boys in Hengrove Park, Bristol.
An Avon and Somserset Police spokesman said the force was doing "all it could" to protect the identities of the victims, and would not release details of their ages.
But it is understood the victims are of primary school age.
The three juvenile suspects were released on police bail pending further inquiries, the police said.
The alleged assault comes after the torture of two children by two brothers, aged 10 and 11, in Edlington, near Doncaster.
The boys battered their nine and 11-year-old victims with bricks and forced them to sexually abuse each other.
