A working party assessing the governance of the University of the Highlands and Islands (UHI) said the institution is in need of streamlining, starting from the top.
The working party was led by Dr Michael Foxley, chairman of West Highland College, part of the UHI, and was commissioned by Education Secretary Michael Russell.
