Education secretary rules out tuition fees and calls for debate on cuts

The Scottish Government yesterday called for a wide-ranging debate on the future of higher education funding … but again ruled out the introduction of top-up tuition fees.

In his first major speech on higher education, Education Secretary Michael Russell, pictured, said the SNP had “re-established the principle of free education” and would, therefore, not introduce tuition fees.
