The Educational Institute of Scotland (EIS) has sent a list of local authorities to the Scottish Parliament.
It named Aberdeen, Aberdeenshire, Angus, Clackmannanshire, Dundee and East Ayrshire. North Lanarkshire, the Scottish Borders, South Ayrshire, South Lanarkshire and West Lothian were also named.
Up to a third of councils could be ignoring the concerns of teachers on the new Higher, part of the Curriculum for Excellence reforms. The Herald revealed the Scottish Government allowed some schools to delay the new Higher courses for a year if they did not feel ready.
