The Scottish Government has proposed cutting taxes for start-up shops by 50% for a year if they are opened in retail units which have been empty for 12 months.
The plans were branded perverse by Tony Rosenthal, business rates specialist at property consultants Gerald Eve, who said they will prevent empty shops from being occupied.
