The analysis estimates that 83,000 of the 105,000 households – 79% – affected by the reforms in Scotland include an adult with a recognised disability. Under the plans, people living in social housing or receiving housing benefit will be charged for any spare bedrooms they have unless they agree to downsize to a smaller property.
