The condition and standard of housekeeping on board at the time were poor, the report said.
Deckhand Steven Robertson, 25, from Dalbeattie, Dumfries and Galloway, was lost overboard from the scallop dredger St Amant between 12.45am and 1.45am on January 13 last year.
