What the Electoral Commission has said about campaign funding:

THE lead organisations in the referendum campaign, Better Together and Yes Scotland, will be allowed to spend a maximum of £1.5million in the final 16 weeks before the vote, under rules policed by the Electoral Commission. In addition, parties have spending caps based on their number of MSPs. Any other organisation planning to spend more than £10,000 in support of a Yes or No vote must register as a "permitted participant." They will then be allowed to spend up to £150,000. The concerns raised today relate to the Electoral Commission's "working together rules" which say spending by a permitted participant must count towards the lead organisation's £1.5million limit if campaigning is co-ordinated "as part of a common plan or agreement". Critics fear this could be hard to prove.
