Mary Taylor, Chief Execuitve of the Scottish Federation of Housing Assoications said housing was core to improving wellbeing, healthier lives and independent living.
She was speaking to the Scottish Parliament's Local Government and Regeneration Committee, which is taking evidence on the Public Bodies (Joint Working) Bill.
At present the bill doesn't require local partnerships to include the housing sector.
Ms. Taylor said: "We already contribute to a range of outcomes, particularly those relating to healthier living, independent living and positive wellbeing for individuals and communities. This is actually at the heart of what many housing organisations see as their role."
