The report found that the service's decision to turn voluntary units into retained duty stations had resulted in serious weaknesses in the operation of the service, with resources spread too thinly.
The number of fires and casualties in the area remained among the lowest in Scotland and the commission said one station was only expected to save a life once in thousands of years "yet councillors remain unwilling to consider closures."
