Vatican sources said it would be otherwise unable to guarantee complete safety for the former Pope after he formally steps down as head of the Catholic Church on February 28.
One official said it was also absolutely necessary for the 85-year-old to remain in the Vatican, to ensure a "dignified existence" in his remaining years.
