Hundreds of pubs, clubs and off-sales continue to effectively trade illegally almost a year after Scotland’s new licensing laws were introduced, according to a Government report.
The survey found that many local authorities are struggling to issue all the required consents with one, Falkirk, yet to issue any premises licences.
Hundreds of venues only remain open due to the loose arrangements with the police not to enforce the legislation.
