They say that proposals in the Victims and Witnesses Bill will have no significant impact. Peter Morris, whose sister Claire was murdered by Malcolm Webster, says the bill needs to be rewritten. Mr Morris said: "In my two years of campaigning, I have rarely felt more disappointment than I did when I saw the bill."
