Row over uncollected refuse bins

THOUSANDS of bins are going uncollected because their lids are not fully shut, with residents complaining many are open only by inches.

Under Edinburgh City Council's new rules, bins judged to be overflowing by binmen should not be emptied due to safety fears and a crackdown on excess waste.

Tough measures have come into force in the past fortnight, and it is understood more than 2500 bins in the city are affected.
