Workers found the six-week-old male – now named Smartie – in the car park of Cairnryan ferry term-inal in Dumfries and Galloway.
Despite efforts to encourage him back to sea, he refused, so one worker put him in the boot of his car and called the Scottish SPCA.
Rescue officer Alistair Hill said: "Normally we'd ask people to leave seals alone until we arrive but there was a risk he could have been injured. " Smartie, now recovering at the National Wildlife Rescue Centre near Alloa, is expected to be returned to the wild next month.
