The SNP is in talks to form a cross-party pact with Plaid Cymru, the Ulster Unionists and Irish nationalists to maximise their political influence in a hung Westminster parliament in order to secure more money for Scotland, minimise a cuts agenda and speed up the granting of extra tax powers to Holyrood.
