Report highlights leadership failure at water watchdog

A quango responsible for keeping household water bills low has been criticised for a raft of serious failings at the top of the organisation.

A report found the Water Industry Commission for Scotland lacks clarity, does not assesses its own performance and has no women or ethnic minorities in its upper echelons. WICS was set up in 2005 to monitor Scottish Water, the country’s publicly-owned utility.
