The proposal, which will be consulted on, has been made possible by new checks for insurance on existing databases under continuous insurance enforcement rules.
The Driver and Vehicle Licensing Agency's records are compared regularly with the Motor Insurance Database to identify registered keepers of vehicles which appear to have no insurance.
