Ms Clinton arrived in the capital Riga from Finland and was meeting Latvian leaders and students before heading on to St Petersburg in Russia later in the day.
She said to President Andris Berzins she had saved a "consequential number" for Latvia and later told Prime Minister Valdis Dombrovskis she recalled visiting the country almost 20 years ago with her husband, then-US President Bill Clinton.
