Syrian radar shipment legal, insists Russia

Sergey Lavrov insisted yesterday the Russian shipment complied with international law, included no weapons, and that the "electric equipment for radar" was a legitimate cargo.

He added, however, that the cargo was of "dual purpose," meaning it could have both civilian and military application.
