It was clear in the early 1990s that Britain's underground Victorian pipework and sewage systems, river management processes and water storage reservoirs required massive upgrading to meet 21st-century needs.
Since then the authorities have welcomed millions more into the UK and continued to approve domestic and commercial construction projects on flood plains.
Instead of necessary infrastructure work they approve billions on projects such as the Millennium Dome, Edinburgh's trams, Aberdeen's Union Terrace garden, wind turbines etc, which divide communities and whose long-term benefits are considered dubious by engineers and other experts.
