AS we approach the season of public funds being splurged in a rush to empty budgets before the financial year end (is there a road in Glasgow not being dug up at the moment?)

I wondered if a Herald reader might have a suggestion as to how we might run things better? The endless cycle of money being wasted rather than kept for the following budget year is both idiotic and unaffordable; short-term thinking at its worst.

My only suggestion is that we pay our council tax retrospectively so we pay for what was actually used rather than what might be needed in a futuristic worst-case scenario. But that would require a whole year being skipped somehow.
