Attaining to be on electoral register

TO THE electoral officials they are known as "attainers"; to most of us they are 16 and 17-year-olds; to the SNP they may become a key part of the vote at the independence referendum planned for 2014.

The latest figures published yesterday put the number of under-18s on the register and ready to vote when they come of age at 44,100. During the past decade that figure fluctuated, peaking at 48,640 in 2002.
