A major Coalition split has emerged after a Liberal Democrat cabinet minister condemned a flagship immigration target, saying it was damaging the economy and giving China and India the message the UK was closed for business.
Vince Cable also said the pledge to cut immigration rates from hundreds of thousands to just tens of thousands a year was a Conservative and not a Coalition Government policy.
He added it was only achievable if the Tories increase "the number of British people emigrating".
