LORD Steel's plan to introduce modest reforms to the House of Lords was dismissed out of hand by his party leader.

The Scottish peer's Bill, which would, among other things, ban peers with criminal convictions and see the end of hereditaries, could become law in the absence of full-blown reform.

However, Nick Clegg said: "David is upset with me, but I do not believe in House of Lords reform-lite."
