THE Scottish Government has ordered a review of Community Payback Orders (CPOs), the punishments that replaced Community Service Orders.
The move comes almost a year after Justice Secretary Kenny MacAskill announced the new alternatives to custody – which he described as "tough" – as part of a move to scrap short jail sentences for all but exceptional cases.
